The Availability Manager / Service Availability Manager need to have a set of roles defined in the organization:
Infrastructure people who can perform HA failover and verify that it workedApplication people who can perform application level failover and verify that it workedPeople to execute the DR plans when necessaryPE, DPEs and SILs to manage that everything worksThere has to be a clear plan for who is on duty for all of the above roles
It should be clear who has the responsibility to decide when to perform the failover or recovery
All this including how to involve the customer need to be documented
